Still, the N.S.C. staffing delays have raised questions about who will run day-to-day operations once Trump is sworn in. “This isn’t getting the attention it deserves. Who will run and implement policy? Right now there is a big vacuum,” Max Boot, a fellow at the Council of Foreign Relations and a military historian, wrote on Twitter. One senior administration official echoed the sentiment, telling Foreign Policy that Flynn’s appointees, generally, aren’t practiced in formulating policy. “They don’t understand the basics of how decision-making works at this level,” the official said.
