Trump’s top advisers — Jared and Ivanka, General Kelly, and Gary Cohn among them — are mostly sympathetic to “Dreamers.” There’s no more Steve Bannon. And Stephen Miller’s nationalistic voice is a lonely one inside the White House these days.
